Whenever I add a buyzone and click apply it dosn't work. It just dosn't apply. Cause it dosn't ask me anything if I press Ctrl and T it just takes me to that menu where you make it a buyzone.

first did you make your outline of the buyzone, usually using the tools/toolstrigger texture is fine for that matter. Then select the brush, press Ctrl + T an opens the Tie to Entity menu, make it a func_buyzone and for TeamnumberINT, make one for ct and another one for t.
If you followed this correctly and still have problems. . .I can link you for troubleshooting.
