If problems with your Source SDK, it is better to re-install the content, which is commonly found in your steam folder, just simply delete the folder \SteamApps\username\sourcesdk\, so you would be deleting the sourcesdk folder, mostly the steam folder is found in the Local Disk (C:) drive. However before you would delete the folder, create a back-up of the folder, save it to your desktop [sourcesdk folder], the sad news is if you have created a mod, that would be lost too, which is followed by the GameConfig.txt which will be lost, after this is all done, steam will automatically re-install the content on your tools tab on the steam window
~However the good news is...you should create a backup folder for your mod also, or other special maps that was saved in hammer (.vmf formats are the files used in hammer) or just save the .bsp file and decompile it with a vmex decompiler, so this way you can reopen saved files that you used in source sdk or mods
